Al-Qasas 28:59

SAHIH
وَمَا كَانَ رَبُّكَ مُهْلِكَ ٱلْقُرَىٰ حَتَّىٰ يَبْعَثَ فِىٓ أُمِّهَا رَسُولًۭا يَتْلُوا۟ عَلَيْهِمْ ءَايَٰتِنَا ۚ وَمَا كُنَّا مُهْلِكِى ٱلْقُرَىٰٓ إِلَّا وَأَهْلُهَا ظَٰلِمُونَ

And never would your Lord have destroyed the cities until He had sent to their mother a messenger reciting to them Our verses. And We would not destroy the cities except while their people were wrongdoers.

Wa maa kaana Rabbuka muhlikal quraa hattaa yab'asa feee ummihaa Rasoolany yatloo 'alaihim aayaatina; wa maa kunnaa muhlikil quraaa illaa wa ahluhaa zaalimoon

Tafsir Ibn Kathir — Isma'il ibn Umar Ibn Kathir

<h2>The Destruction of Towns, which are not destroyed until Evidence is established against Them</h2><p>Referring to the people of Makkah, Allah says:</p><div class="arabic uthmani">وَكَمْ أَهْلَكْنَا مِن قَرْيَةٍ بَطِرَتْ مَعِيشَتَهَا</div><p>(And how many a town have We destroyed, which was thankless for its means of livelihood!) They were arrogant transgressors who denied Allah's blessing of giving them ample provision. This is like the Ayah, o</p><div class="arabic uthmani">وَضَرَبَ اللَّهُ مَثَلاً قَرْيَةً كَانَتْ ءَامِنَةً مُّطْمَئِنَّةً يَأْتِيهَا رِزْقُهَا رَغَدًا مِّن كُلِّ مَكَانٍ</div><p>(And Allah puts forward the example of a township, that dwelt secure and well-content: its provision coming to it in abundance from every place) until:</p><div class="arabic uthmani">فَأَخَذَهُمُ الْعَذَابُ وَهُمْ ظَـلِمُونَ</div><p>(So the torment overtook them while they were wrongdoers.) (16:112-113) Allah said:</p><div class="arabic uthmani">فَتِلْكَ مَسَـكِنُهُمْ لَمْ تُسْكَن مِّن بَعْدِهِمْ إِلاَّ قَلِيلاً</div><p>(And those are their dwellings, which have not been inhabited after them except a little.) Their land became empty and desolate, and you can see nothing but their dwellings.</p><div class="arabic uthmani">وَكُنَّا نَحْنُ الْوَرِثِينَ</div><p>(And verily, We have been the heirs.) Their towns became ruins, with none remaining. Then Allah tells us of His justice and that He does not destroy anyone unjustly; on the contrary, He destroys those whom He destroys after establishing proof against them. So, …

PICKTHALL

And never did thy Lord destroy the townships, till He had raised up in their mother(-town) a messenger reciting unto them Our revelations. And never did We destroy the townships unless the folk thereof were evil-doers.

YUSUF-ALI

Nor was thy Lord the one to destroy a population until He had sent to its centre a messenger, rehearsing to them Our Signs; nor are We going to destroy a population except when its members practise iniquity.

HILALI-KHAN

And never will your Lord destroy the towns (populations) until He sends to their mother town a Messenger reciting to them Our Verses. And never would We destroy the towns unless the people thereof are Zalimun (polytheists, wrong-doers, disbelievers in the Oneness of Allah, oppressors and tyrants).

Your Lord never destroys cities without first sending a messenger in their midst, reciting to them Our revelations. And We never destroy the cities, unless their people are wrongdoers.
